Position Summary

If you are committed to serving the public through recreation, enjoy collaborating with internal and external stakeholders, are passionate about providing programs and services for diverse communities and have a desire to learn and grow, join our Parks, Recreation & Cultural Services team as the Coordinator, Community & Inclusion Recreation Programs. This position helps shape the Citys approach to recreation programming within this unit and across the department as we deliver on key policy documents such as the Community Safety & Well-being Plan, Recreation Master Plan and Adapted Recreation Plan.


This position plays a key leadership role in the departments provision, development, implementation and assessment of community, recreation and sport programming through direct oversight and collaboration with other units within the department and service delivery & community organizations. In addition, the position is responsible for the operation, coordination, planning and effective usage of the City-operated neighbourhood centres.


A focus of the position is on service delivery, through programming and operations of the neighbourhood centres, to support youth, seniors, people with disabilities, 2SLGBTQIAP+ people, Indigenous people, ethnocultural groups, or those otherwise facing barriers to access and participation. However, the position will also work closely with all the departments programming functions to ensure a cohesive and coordinated approach to programming that deliver on the City and Departments planning and policy documents such as the Recreation Master Plan, Community Safety and Well-being Plan and Adapted Recreation Plan.

Key Duties & Responsibilities

  • Directs, supports the development and measurement of programs for diverse groups, including youth, seniors, people with disabilities, 2SLGBTQIAP+ individuals, Indigenous communities, and ethnocultural groups.
  • Provides leadership, coordination, and expertise in community, recreation, and sports programming to promote cohesive delivery.
  • Directs and supports the development, implementation, and assessment of programs to meet community outcomes in line with City policies.
  • Creates strategies to increase facility and program participation and revenue.
  • Oversees the operation of City-run neighborhood centers, contributing to their development, operation and maintenance.
  • Collaborates with central services to ensure marketing, pricing, and administrative support for program success.
  • Builds partnerships with community organizations for public program delivery.
  • Establishes policies and procedures for facility and program management.
  • Formulates service plans, tracks performance, and suggests improvements.
  • Monitors industry trends and conducts program reviews.
  • Manages partnerships, agreements, and operating contracts, especially for Senior Centers.
  • Leads special event support services, coordinating with internal and external stakeholders.
  • Prepares budgets, monitors expenditures, and contributes to capital project planning.
  • Handles HR activities, including recruitment, performance management, and fostering an inclusive workplace.
  • Contributes to branch policy development, strategic planning, and management.
  • Ensures adherence to civic policies and safe, cost-effective operations.
  • Prepares reports, provides customer service, and manages public and stakeholder feedback.
  • Supports staff in policy adherence and City philosophy.
  • Oversees special projects and performs related duties as needed.

Key Qualifications

  • The knowledge, skills and abilities required for this position are obtained through completion of a University degree in Recreation Administration or Business Administration with courses in recreation, facility and program management coupled, with a minimum of five to eight (5-8) years related experience. Minimum 5 years of experience supervising staff is required.
  • In-depth knowledge of municipal community and recreation services, including facility and program standards, trends, and community involvement.
  • Experienced in delivering specialized recreation programs and developing policies for diverse groups facing access barriers.
  • Skilled in strategic and conceptual thinking, short- and long-term planning, and public engagement.
  • Proficient in gaining cooperation and negotiating agreements across diverse groups; adept at change management, issue resolution, and consensus building.
  • Proven collaborative skills with diverse populations, and effective verbal and written communication abilities.
  • Accountable, team-oriented, and skilled in relationship-building with staff, officials, agencies, and the public.
  • Strong leadership, providing direction to staff to meet division guidelines and policies.
  • Capable of building networks with volunteers, local businesses, and community groups.
  • Analytical skills to assess data, document findings, and recommend improvements.
  • Skilled in budgeting, reporting, and time management.
  • Works independently and creatively to drive community and recreation programming.
  • Able to translate program needs into facility requirements and proficient in computer software

Working/Other Conditions

Must have the means and ability to travel within the City of Regina and work flexible hours.
